Based on the Regulations issued in the department, there are 2 staff units: the head of the department and the chief specialist. In the regulation, there are direct duties of the head of the department and the chief specialist.[\/vc_column_text][\/vc_tta_section][vc_tta_section title=&#187;Function&#187; tab_id=&#187;1593954610899-4105e554-7a88&#8243;][vc_column_text]<\/p>\n<h2 style=\"text-align: center;\"><strong>Bo\u2018lim boshli<\/strong><strong>g\u2018<\/strong><strong>ining lavozim vazifalari<\/strong><\/h2>\n<h3 style=\"text-align: center;\">I.Umumiy qoidalar<\/h3>\n<ol>\n<li>Mazkur lavozim yo\u2018riqnoma (bundan buyon matnda Yo\u2018riqnoma deb yuritiladi) O\u2018zbekiston Respublikasi Prezidentining 2021-yil 24-fevraldagi &#171;Qishloq xo\u2018jaligiga mo\u2018ljallangan yerlardan foydalanish va muhofaza qilish to\u2018zimini takomillashtirishga doir qo\u2018shimcha chora\u00adtadbirlar to\u2018g\u2018risida&#187;gi PQ-5006-son, 2021-yil 6-iyuldagi &#171;Korrupsiyara qarshi kurashish faoliyatini samarali tashkil etishga doir qo\u2018shimcha chora\u00adtadbirlar to\u2018g\u2018risida&#187;gi PQ-5177-son va Adliya vazirligidan ro\u2018yxatdan o\u2018tgan &#171;Korrupsiyaga qarshi ichki nazorat tuzilmalari faoliyati to\u2018g\u2018risida&#187;gi namunaviy nizom (ro\u2018yxat raqami 3319, 2021-yil 8-sentyabr)ga asosan Qishloq xo\u2018jaligi vazirligi (keyingi o\u2018rinlarda Vazirlik deb yuritiladi) Ichki\u00a0 audit va komplaens nazorat boshqarmasi (keyingi o\u2018rinlarda Boshqarma deb yuritiladi) Komplaens nazorat bo\u2018limi (keyingi o\u2018rinlarda Bo\u2018lim deb yuritiladi) boshlig\u2018ining (keyingi o\u2018rinlarda Boshliq deb yuritiladi) vazifalari, huquqlari, majburiyatlari va javobgarligini belgilaydi.<\/li>\n<li>Boshliq institutning mansabdor shaxsi hisoblana Boshliq lavozimiga oliy ma\u2019lumotli, iqtisod, huquqshunoslik yoki moliya Boshliqlari bo\u2018yicha kamida besh yil ish stajiga ega bo\u2018lgan xodim tayinlanadi.<\/li>\n<li>Boshliq Qishloq xo\u2018jaligi vazirligi bilan kelishgan holda institut rektori tomonidan lavozimga tayinlanadi va lavozimidan ozod etiladi.<\/li>\n<li>Boshliq bevosita institut rektoriga bo\u2018ysunadi va o\u2018z faoliyati uchun javob beradi.<\/li>\n<li>Boshliq bulmaganda, uning vazifasini bo\u2018lim bosh mutaxassisi amalga oshiradi.<\/li>\n<li>Boshliq o\u2018z faoliyatini O\u2018zbekiston Respublikasi Konstitutsiyasi va qonunlariga, O\u2018zbekiston Respublikasi Oliy Majlisi palatalarining qarorlariga, O\u2018zbekiston Respublikasi Prezidentining farmonlari, qarorlari va farmoyishlariga, O\u2018zbekiston Respublikasi Vazirlar Mahkamasining qarorlari va farmoyishlariga, idoraviy normativ-huquqiy hujjatlariga, Vazirlikning ichki idoraviy hujjatlari, bo\u2018lim nizomi hamda ushbu lavozim yo\u2018riqnomaga muvofiq amalga oshiradi.<\/li>\n<li>Boshliq, belgilangan tartibda malakasini oshiradi.<\/li>\n<li>Boshliqning bo\u2018limda komplaens-nazoratni amalga oshirish faoliyati to\u2018g\u2018risidagi hisoboti eshitiladi.<\/li>\n<\/ol>\n<h3 style=\"text-align: center;\"><strong>II. Boshli<\/strong><strong>q<\/strong><strong>ning vazifalari<\/strong><\/h3>\n<p>Quyidagilar Boshliqning vazifalari hisoblanadi:<\/p>\n<p>Boshliq institutning asosiy maqsadi Vazirlikda, shuningdek, uning hududiy va tarkibiy bo\u2018linmalarida (bundan buyon matnda tashkilot tizimi deb yuritiladi) korrupsiyaga qarshi kurash bo\u2018yicha ISO37001:2016 xalqaro standarti talablariga javob beruvchi kompleks tizimni, xususan, korrupsiyaga qarshi kurashish tizimini joriy etish va rivojlantirish, korrupsiyaviy holatlarni barvaqt aniqlash va ularning sabab va shart\u00ad sharoitlarini bartaraf etish, korrupsiyaviy \u00a0\u00a0\u00a0 xatti-harakatlar sodir etilishining oldini olish, tizim xodimlarida korrupsiyaga nisbatan murosasiz munosabatni shakllantirish maqsadida ularning huquqiy ongi va madaniyatini oshirish, institut tizimida korrupsiyaga qarshi profilaktik chora-tadbirlarni tashkil etish, korrupsiyaga qarshi kurashish sohasidagi hujjatlar ijrosini ta\u2019minlashdan iborat.<\/p>\n<p>Institutning korrupsiyaga qarshi kurashish bo\u2018yicha chora-tadbirlarni amalga oshirishga qaratilgan ichki idoraviy hujjatlar loyihalarini ishlab chiqish;<\/p>\n<p>Institut faoliyatiga oid normativ-huquqiy hujjatlar va ichki idoraviy hujjatlarda\u00a0 aniqlangan korrupsiyaviy normalarni bartaraf qilish bo\u2018yicha takliflarni ishlab chiqish;<\/p>\n<p>Institutda korrupsiyaviy xavf-xatarlarni baholash, ularning natijalari bo\u2018yicha aniqlangan xavf-xatarlarni kamaytirish yuzasidan chora\u00adtadbirlar rejalarini ishlab chiqish va institutda korrupsiyaviy xavf\u00adxatari yuqori bo\u2018lgan lavozimlar ro\u2018yxatini yaratish;<\/p>\n<p>Institut tizimi xodimlari tomonidan korrupsiyaviy xavf-xatarlar va huquqbuzarliklar haqida kelib tushadigan murojaatlarni tahlil qilish va ularni belgilangan tartibda ko\u2018rib chiqilishini ta\u2019minlash;<\/p>\n<p>Bo\u2018limda yuritiladigan xizmat tekshiruvlari reestri bo\u2018yicha ma\u2019lumotlarning to\u2018g\u2018ri va to\u2018liq aks ettirib borilish nazorat qilish;<\/p>\n<p>har chorakda institutda korrupsiyaga qarshi kurashish bo\u2018yicha amalga oshirilgan ishlar hamda ulardagi korrupsiyaviy holat haqida institut rektoriga ma\u2019lumot kiritib boradi;<\/p>\n<p>korrupsiyaga qarshi kurashish bo\u2018yicha faoliyatni amalga oshiruvchi hamda unda ishtirok etuvchi boshqa davlat organlari bilan hamkorlikni olib boradi;<\/p>\n<p>korrupsiyaviy xatti-harakatlarni bartaraf qilish yoki korrupsiyaviy jinoyatlarni tergov qilish bo\u2018yicha tadbirlarni amalga oshirishda huquqni muhofaza qiluvchi organlar bilan hamkorlik qiladi;<\/p>\n<p>Institut tarkibiy tuzilmalari bilan birgalikda\u00a0 bo\u2018lim xodimlari faoliyatida qonuniylikning buzilishi ko\u2018rsatilgan arizalar, takliflar va shikoyatlarni ko\u2018rib chiqishda ishtirok etadi;<\/p>\n<p>Boshliq qonunchilik hujjatlariga muvofiq boshqa funksiyalarni ham amalga oshiradi;<\/p>\n<p>Boshliqga ushbu lavozim yo\u2018riqnoma va boshqa qonunchilik hujjatlarida nazarda tutilmagan funksiyalarning yuklatilishiga yo\u2018l qo\u2018yilmaydi.<\/p>\n<h3 style=\"text-align: center;\"><strong>III. <\/strong><strong>Bosh<\/strong><strong>li<\/strong><strong>q<\/strong><strong>n<\/strong><strong>ing <\/strong><strong>huquql<\/strong><strong>ari.<\/strong><\/h3>\n<p>Boshliq quyidagi huquqlarga ega:<\/p>\n<p>Bo\u2018limga kelib tushayotgan normativ-huquqiy hujjatlar bilan tanishish va o\u2018z xizmat vazifasini bajarishda foydalanish;<\/p>\n<p>Institut mansabdor shaxslaridan o\u2018ziga yuklatilgan vazifalarni bajarish uchun zarur bo\u2018lgan hujjatlar va ma\u2019lumotlarni olish;<\/p>\n<p>Institut xodimlari faoliyatida aniqlangan korrupsiyaviy huquqbuzarliklar yuzasidan xizmat tekshiruvlarini o\u2018tkazish;<\/p>\n<p>korrupsiyaga qarshi kurashish tizimini takomillashtirish bo\u2018yicha institut rektoriga takliflar kiritish;<\/p>\n<p>tekshiruvlar o\u2018tkazish, hujjatlarni talab qilish, xodimlardan yozma tushuntirishlar olish;<\/p>\n<p>Institut rektori tomonidan chaqiriladigan yig\u2018ilishlar, kengashlar va majlislarda ishtirok etish;<\/p>\n<p>O\u2018ziga yuklatilgan vazifalarni bajarishda institut rektori topshirig\u2018iga ko\u2018ra yoki terishli tarkibiy tuzilma rahbarining roziligi bilan ularning xodimlarini jalb qilish;<\/p>\n<p>qonunchilikka zid bo\u2018lgan, korrupsiyaga sharoit yaratuvchi normalari mavjud bo\u2018lgan ichki idoraviy hujjatlar va boshqa hujjatlar loyihalarini ijrochilariga puxta ishlash uchun o\u2018z e\u2019tirozlarini asoslangan holda qaytarish, rahbariyat topshirig\u2018iga ko\u2018ra yoki o\u2018z tashabbusi bilan boshqa tarkibiy tuzilmalar bilan birgalikda ushbu loyihalarni puxta ishlanishida ishtirok etish;<\/p>\n<p>o\u2018z vakolatiga kiradigan masalalar bo\u2018yicha qonun hujjatlariga rioya qilinishi masalalarini o\u2018rganish;<\/p>\n<p>qonun hujjatlari bajarilishini ta\u2019minlamayotran yoxud ularni buzayotgan rahbarlari va xodimlarini javobgarlikka tortish haqida institut rektoriga takliflar kiritish.<\/p>\n<p>Boshliq qonun hujjatlariga muvofiq boshqa huquqlarga ham ega bo\u2018lishi mumkin.<\/p>\n<h3 style=\"text-align: center;\"><strong>IV<\/strong><strong>. <\/strong><strong>Bosh<\/strong><strong>liqning ma<\/strong><strong>jb<\/strong><strong>u<\/strong><strong>riya<\/strong><strong>tl<\/strong><strong>ari:<\/strong><\/h3>\n<p>Boshliqning majburiyatlari:<\/p>\n<p>ushbu Yo\u2018riqnoma va boshqa qonunchilik hujjatlari bilan yuklatilgan funksiyalarni zarur darajada va samarali bajarish;<\/p>\n<p>qonunchilik hujjatlari talablariga qat\u2019iy rioya qilish va o\u2018z vakolat doirasidan chetga chiqmaslik;<\/p>\n<p>Institut va tarkibiy tuzilmalarda jinoyat alomatlari, xususan korrupsiya holatlari aniqlanganliri to\u2018g\u2018risida zudlik bilan to\u2018g\u2018ridan-to\u2018g\u2018ri institut rektoriga va boshqa huquqni muhofaza qiluvchi organlarga xabar berish;<\/p>\n<p>Institutning korrupsiyaga qarshi kurashish siyosati, odob-axloq qoidalarining korrupsiyaga oid qismining buzilganligi fakti yuzasidan institut rektoriga ma\u2019lumotnomalar kiritish;<\/p>\n<p>Boshliq o\u2018ziga tegishli hisobatlarni o\u2018z vaqtida, belgilangan tartibda korrupsiyaga qarshi kurashish borasida amalga oshirilgan ishlar va chora-tadbirlar to\u2018g\u2018risidagi choraklik hisobotni institut rektoriga hamda hisobot oluvchilarga taqdim etish;<\/p>\n<p>Belgilangan tartibda va muddatlarda malaka oshirishi hamda attestatsiyadan o\u2018tishi shart.<\/p>\n<p>Boshliq qonun hujjatlariga muvofiq boshqa majburiyatlarga ham ega bo\u2018lishi mumkin.<\/p>\n<p>Boshliq o\u2018ziga yuklatilgan vazifalarni o\u2018z vaqtida va samarali bajarilishini ta\u2019minlaydi hamda o\u2018z xizmat vazifalari natijalari bo\u2018yicha javobgar tortiladi.<\/p>\n<h3 style=\"text-align: center;\"><strong>V.<\/strong> <strong>Boshliqning javobgarligi.<\/strong><\/h3>\n<p>Boshliq o\u2018z majburiyatlari va vazifalari bajarilmaganligi yoki zarur darajada bajarilmaganligi uchun belgilangan tartibda javobgarlikka<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<h2 style=\"text-align: center;\"><strong>Bo\u2018lim\u00a0<\/strong><strong>bosh m<\/strong><strong>u<\/strong><strong>taxassisining lavozim vazifalari<\/strong><\/h2>\n<h3 style=\"text-align: center;\">I.Umumiy Mutaxassis lavozimiga oliy ma\u2019lumotga ega bo\u2018lgan xodim tayinlanadi.<\/li>\n<li>Mutaxassis Bo\u2018lim boshlig\u2018i bilan kelishgan holda institut rektori buyrug\u2018i bilan lavozimga tayinlanadi va lavozimidan ozod etiladi.<\/li>\n<li>Mutaxassis bevosita Bo\u2018lim boshlig\u2018iga bo\u2018ysunadi va o\u2018z faoliyati uchun javob beradi.<\/li>\n<li>Mutaxassis bo\u2018lmaganda, uning vazifasini institut rektorining ko\u2018rsatmasiga muvofiq tayinlangan boshqa xodim amalga oshiradi.<\/li>\n<li>Mutaxassis o\u2018z faoliyatini\u00a0 O\u2018zbekiston\u00a0 Respublikasi\u00a0 Konstitutsiyasi va qonunlariga, O\u2018zbekiston Respublikasi Oliy Majlisi palatalarining qarorlariga, O\u2018zbekiston Respublikasi Prezidentining farmonlari, qarorlari va farmoyishlariga, O\u2018zbekiston Respublikasi Vazirlar Mahkamasining qarorlari va farmoyishlariga, idoraviy normativ-huquqiy hujjatlariga,\u00a0 Vazirlikning\u00a0 ichki\u00a0 idoraviy\u00a0 hujjatlari,\u00a0 Bo\u2018lim nizomiga hamda ushbu Lavozim yo\u2018riqnomaga muvofiq amalga oshiradi.<\/li>\n<li>Mutaxassis belgilangan tartibda malakasini oshiradi.<\/li>\n<\/ol>\n<h3 style=\"text-align: center;\">II. Mutaxassisning vazifalari<\/h3>\n<p>Quyidagilar Mutaxassisning vazifalari hisoblanadi:<\/p>\n<p>Institutning korrupsiyaga qarshi kurashish bo\u2018yicha chora-tadbirlarni amalga oshirishga qaratilgan ichki idoraviy hujjatlar loyihalarini ishlab chiqish;<\/p>\n<p>Institutning faoliyatiga oid normativ-huquqiy hujjatlar va ichki idoraviy hujjatlarda\u00a0 aniqlangan\u00a0 korrupsiyaviy normalarni bartaraf qilish bo\u2018yicha takliflarni ishlab chiqish;<\/p>\n<p>Institutda korrupsiyaviy xavf-xatarlarni baholash, ularning natijalari bo\u2018yicha aniqlangan xavf-xatarlarni kamaytirish yuzasidan chora\u00ad tadbirlar rejalarini ishlab chiqish va institutda korrupsiyaviy xavf\u00adxatari yuqori bo\u2018lgan lavozimlar ro\u2018yxatini yaratish;<\/p>\n<p>Institut tizimi xodimlari tomonidan korrupsiyaviy xavf-xatarlar va huquqbuzarliklar haqida kelib tushadigan murojaatlarni tahlil qilish va ularni belgilangan tartibda kurib chiqilishini ta\u2019minlash;<\/p>\n<p>Institutda yuritiladigan xizmat tekshiruvlari reestri bo\u2018yicha ma\u2019lumotlarning to\u2018g\u2018ri va to\u2018liq aks ettirib borilish;<\/p>\n<p>Institut tarkibiy tuzilmalari bilan birgalikda institut tizimi xodimlari faoliyatida qonuniylikning buzilishi ko\u2018rsatilgan arizalar, takliflar va shikoyatlarni ko\u2018rib chiqishda ishtirok etadi;<\/p>\n<p>Mutaxassis qonunchilik hujjatlariga muvofiq boshqa funksiyalarni ham amalga oshiradi;<\/p>\n<p>Mutaxassisga ushbu lavozim yo\u2018riqnoma va boshqa qonunchilik hujjatlarida nazarda tutilmagan funksiyalarning yuklatilishiga yo\u2018l qo\u2018yilmaydi.<\/p>\n<h3 style=\"text-align: center;\">III. Mutaxassisning huquqlari.<\/h3>\n<p>Mutaxassis quyidagi huquqlarga ega:<\/p>\n<p>Bo\u2018limga kelib tushayotgan normativ -huquqiy hujjatlar bilan tanishish va o\u2018z xizmat vazifasini bojarishda foydalanish;<\/p>\n<p>Institut mansabdor shaxslaridan o\u2018ziga yuklatilgan vazifalarni bajarish uchun zarur bo\u2018lgan hujjatlar va ma\u2019lumotlarni olish;<\/p>\n<p>Institut xodimlari faoliyatida aniqlangan korrupsiyaviy huquqbuzarliklar yuzasidan xizmat tekshiruvlarini o\u2018tkazish;<\/p>\n<p>Korrupsiyaga qarshi kurashish tizimini takomillashtirish bo\u2018yicha Audit va Bo\u2018lim boshlig\u2018iga takliflar kiritish;<\/p>\n<p>o\u2018z faoliyati doirasida yozma ko\u2018rsatmalar, topshiriq xatlari va tavsiyalar berish;<\/p>\n<p>tekshiruvlar o\u2018tkazish, hujjatlarni talab qilish, xodimlardan yozma tushuntirishlar olish;<\/p>\n<p>Institut rahbariyati tomonidan chaqiriladigan yig\u2018ilishlar, kengashlar va majlislarda ishtirok etish;<\/p>\n<p>O\u2018ziga yuklatilgan vazifalarni bajarishda bo\u2018lim boshlig\u2018i topshirig\u2018iga ko\u2018ra yoki tegishli tarkibiy tuzilma rahbarining roziligi\u00a0 bilan ularning xodimlarini jalb qilish;<\/p>\n<p>qonunchilikka zid bo\u2018lgan, korrupsiyaga sharoit yaratuvchi normalari mavjud bo\u2018lgan ichki idoraviy hujjatlar va boshqa hujjatlar loyihalarini ijrochilariga puxta ishlash uchun o\u2018z e\u2019tirozlarini asoslangan holda qaytarish, rahbariyat topshirig\u2018iga ko\u2018ra yoki o\u2018z tashabbusi bilan boshqa tarkibiy tuzilmalar bilan birgalikda ushbu loyihalarni puxta ishlanishida ishtirok etish;<\/p>\n<p>o\u2018z vakolatiga kiradigan masalalar bo\u2018yicha qonun hujjatlariga rioya qilinishi masalalarini o\u2018rganish;<\/p>\n<p>qonun hujjatlari bajarilishini ta\u2019minlamayotgan yoxud ularni buzayotgan rahbarlari va xodimlarini javobgarlikka tortish haqida rahbariyatiga takliflar kiritish.<\/p>\n<p>Mutaxassis qonun hujjatlariga muvofiq boshqa huquqlarga ham ega bo\u2018lishi mumkin.<\/p>\n<h3 style=\"text-align: center;\">IV. Mutaxassisning majburiyatlari:<\/h3>\n<p>Mutaxassisning majburiyatlari:<\/p>\n<p>ushbu Yo\u2018riqnoma va boshqa qonunchilik hujjatlari bilan yuklatilgan funksiyalarni zarur darajada va samarali bajarish;<\/p>\n<p>Qonunchilik hujjatlari talablariga qat\u2019iy rioya qilish va o\u2018z vakolat doirasidan chetga chiqmaslik;<\/p>\n<p>Institut va tarkibiy tuzilmalarda jinoyat alomatlari, xususan korrupsiya holatlari aniqlanganligi to\u2018g\u2018risida zudlik bilan to\u2018g\u2018ridan-to\u2018g\u2018ri bo\u2018lim boshlig\u2018iga, institut rektoriga va boshqa huquqni muhofaza qiluvchi organlarga xabar berish;<\/p>\n<p>Bo\u2018limning korrupsiyaga qarshi kurashish siyosati, odob-axloq qoidalarining korrupsiyaga oid qismining buzilganligi fakti yuzasidan bo\u2018lim boshlig\u2018iga ma\u2019lumotnomalar kiritish;<\/p>\n<p>har chorakda, keyingi chorak birinchi oyining beshinchi sanasiga korrupsiyaga qarshi kurashish borasida amalga oshirilgan ishlar va chora\u00adtadbirlar to\u2018g\u2018risidagi choraklik hisobotni bo\u2018limga takdim etish;<\/p>\n<p>Mutaxassis o\u2018ziga tegishli hisobatlarni o\u2018z vaqtida, belgilangan tartibda hisobot oluvchilarga taqdim qilish;<\/p>\n<p>Belgilangan tartibda va muddatlarda malaka oshirishi hamda attestatsiyadan o\u2018tishi shart.<\/p>\n<p>Mutaxassis qonun hujjatlariga muvofiq boshqa majburiyatlarga ham ega bo\u2018lishi mumkin.<\/p>\n<p>Mutaxassis o\u2018ziga yuklatilgan vazifalarni o\u2018z vaqtida va samarali bajarilishini ta\u2019minlaydi hamda o\u2018z xizmat vazifalari natijalari bo\u2018yicha javobgar hisoblanadi.<\/p>\n<h3 style=\"text-align: center;\">V.Mutaxassisning javobgarligi.<\/h3>\n<p>Mutaxassis o\u2018z majburiyatlari va vazifalari bajarilmaganligi yoki zarur darajada bajarilmaganligi uchun belgilangan tartibda javobgarlikka tortiladi.[\/vc_column_text][\/vc_tta_section][vc_tta_section title=&#187;Staff&#187;
