Andijan Institute of Agriculture and agrotechnologies was established in 1964 on the basis of Andijan branch of Tashkent Institute of irrigation and agricultural mechanization engineers. According to the decree of the president of the Republic of Uzbekistan dated February 28, 1992, it was transformed into Andijan Agricultural Institute. The decree of the president of the Republic of Uzbekistan dated May 8, 2018 No. 3704 “on measures to radically improve the system of training of Higher Education personnel at the Tashkent State Agrarian University” (https://lex.uz/docs/3725065) with Tashkent State agrarian university converted into Andijan branch. Decree of the president of the Republic of Uzbekistan of July 30, 2020 “on measures to further improve the agrarian education system” No. 4795 (https://lex.uz/docs/4923427) on the basis of the Andijan branch of Tashkent State agrarian university.

 

The Institute consists of 5 faculties (Agrobiology, plant protection, agrochemistry and Soil Science, storage and processing of agricultural products, agribusiness and digital economics, Agroengineering and hydromelioration, 22 (15 specialist issuers, 5 Inter-Faculty) departments, 3 centers, 21 departments, 1 academic Lyceum.

The Charter of the institute was approved by the order of the Ministry of Agriculture of the Republic of Uzbekistan No. 144 of June 25, 2021. It was re-registered by the center of public services of Andijan District of Andijan region on August 16, 2021 with the number No. 682-Q. The passport of the institute is approved by the rector. It lists the names of the 12 main pointers, with information corresponding to the pointers. In particular, the name, address, Year of establishment of the institution, students, educational aditors, laboratories, professors, number of clubs, sports fields, equipment with ICT, achievements in the last three years, additional information are expressed.

On April 20, 2017, the program “measures to radically improve the higher education system in 2017-2021″was introduced with PQ-2909- “on measures to develop the higher education system”, on July 30, 2020, on the basis of the decision “measures to improve the agrarian education system”, the implementation of the strategy for the development of innovations of the Andijan  Institute of agriculture and agrotechnologies  until 2030. The priority of Education, Science, Management, Finance-Economy, administrative-economic, international relations and management activities looked at the removal to the level of a competitive educational institution in the Republican and international higher education system. Thus, based on the situation established on the future prospect , in order to increase its prestige and improve the quality of Education, a plan has been developed of measures in force for 2022-2026 on the path of educational, methodological, scientific and international education. Road map including the formation of new undergraduate educational directions and admission quotas of Master’s specialties, improving science and production integration, drawing up 100 cooperation agreements with agricultural enterprises, organizations, advanced farms and agroclasters in 2022/2026, preparation of targeted fundamental, scientific-practical and innovative projects within the framework of scientific-technical programs aimed at solving existing problems in the regions, preparation of scientific centers are established on farms in the areas of fruit farming and vegetable growing, plant protection, quarantine of plants and agricultural products, agrochemistry and Soil Science, medicinal and spice plants, farming and forest reclamation, cotton growing, selection and seed production of agricultural crops

The total number of professors at the institute is 346, of which 297 are in the primary and internal seat state and 49 are based on the external seat and hourly basis. The scientific potential is 45.1%. Currently, the institute has 5 faculties, 39 fields of study in 20 departments and a total of 7,855 in 32 specialties, including 3,656 students in the full-time form of undergraduate education, 3,985 students in the part-time form and 202 students in graduate specialties.

As can be seen from the table, the scientific potential of professors and teachers of institut was 43.7% in the 2020-2021 academic year, 44.6% in the 2021-2022 academic year, and 45.1% in the 2022-2023 academic year, it is possible to see the dynamics of growth of scientific potential from year to year.

Based on the needs of Personnel customers and the labor market, the Institute developed working training plans based on Educational Directions and specialty training plans, taking into account the requirements for the training of personnel being prepared. In the 2020-2021 school year No. 1 of August 26 for Phases 1, No. 9 of June 29, 2020 for Phases 2, No. 8/1 of June 26, 2021-2022 school year on reaffirmation of working training plans for Phases 1, according to Letter No. 87-02-681 of July 14, 2022, No. 8/1 of June 26,2021 for phases 2-3, 2021-24 No. 8 of June 2022-2023 school year No. 1 of August 29, 2022, No. 8 of June 1, 2022 for phases 2-4, No. 1 of August 29, 2023-2024 school year No. 1 of August 2023 for Phases 1, No. 6 of July 5, 2023 for phases 2-4, approved by the council minutes.

 

The presence of an internal system for assessing the quality of education and its effectiveness

The institute has a work plan of the Department of quality control of Education, which is mainly guided by the following measures to assess the quality of Education:

it is established that the sides are graphically conducted under the system of assessment of students ‘knowledge, control the objective assessment of students’ knowledge, transparency, quality and effectiveness of classes conducted by professors and teachers, compliance with the teaching science of the educator’s specialty, continuous control of educational methodological materials (science program, worker (syllabus) program, calendar plan, educational-methodological complex and other) regulatory legal documents, state of use, lecture, practical, laboratory and seminar

Proposals to take action in accordance with the established procedure for professors with low attendance, quality and effectiveness of education are not in demand, are included in the rector of the Institute. In addition, the implementation of social surveys after the end of the fall and spring semesters of the academic year in order to find out the opinion of students on improving the quality of education is systematically established. According to the results of social surveys, information was prepared, submissions were made to the management of the Institute and a resolution was established on the board of the Institute. It has also become a practice among professors to conduct social surveys aimed at further improving the quality of education at the beginning of each academic year, and to take into account and popularize progressive and inovational proposals in the survey results.

In addition, every student and faculty studying at the institute has the opportunity to leave their feedback or suggestions directly aimed at developing the quality of education through the mail addresses on the official website of the institute or Telegram channels on social networks of the head of the institute or members of the leadership

 

The presence of an Information Resource Center at the Institute, which provides electronic automated and remote access;

The general fund of the Information Resource Center is 148,606 copies, 10,886 titles, of which textbooks are 74,608 copies in 3,094 titles, tutorials are 13,165 copies in 2,250 titles, scientific literature is 28,004 copies in 3,493 titles, fiction is 25,445 copies in 1,697 titles, foreign literature is 698 copies in 184 titles, and other literature is 6,686 copies in 168 titles. Electronic resources are 11,286 titles, audio 347 titles, fiction 1,297 titles.

Of the 3,075 titles available today, textbooks and 2,233 titles, textbooks in 1,317 titles, textbooks in 1,832 titles, methodological recommendations in 48 titles, lecture series in 376 titles, dictionaries in 51 titles have been converted to electronic form, accounting for 59%. Also at The Information Resource Center, by the end of 2022, 1740 titles of educational literature were transferred to full electronic form.

During 2022, in a total of 203 names, the fund of the information resource center of books of 706  total Nashi 57 million 453 thousand 576 rubles was enriched.

In 2022/2026, the Information Resource Center will form orders based on its needs for educational literature, and the institute will purchase from 5,000 nushas to 10,000 copies of educational literature, fiction, scientific and other literature at the expense of budget funds.

Unified under the minister of higher and secondary special education on the implementation of the decree of the president of the Republic of Uzbekistan PQ-60 of December 24, 2021 (https://unilibrary.uz) the “Electronic Library” platform has been developed, existing educational literature, scientific literature has been scanned and placed in a complete “electronic library platform” database, ensuring regular updating.

On the formation of an electronic base of the existing educational literature of subjects in all educational areas of the Institute at the Information Resource Center https://Library.andqxai.uz books were placed on the Online Library page in 5,722 titles. INTEGRATION OF EDUCATION WITH PRODUCTION AND SCIENCE

The institute has established cooperation with more than 100 agricultural enterprises and organizations, agroclasters, advanced farms in order to ensure the implementation of the meeting of the president of the Republic of Uzbekistan on July 30, 2020 on measures to further improve the agrarian education system, PQ-4795, on June 16, 2021 on “further development of the higher education system”. Student practice with production enterprises based on cooperation agreements Tashkent, employment, in turn attracting specialists to the training facility, the need for personnel to test the order portfolio, preparation of admission parameters, agricultural enterprise in the territory of the region-on the basis of organizations and clusters, the institute has 15 specialists outgoing

Academic, scientific-methodological, research work performed by professors (participation in the section of fundamental, practical and other scientific-research, textbook, teaching aids, educational-methodological developments, articles in local and international publications, impact-factor (Scopus, Web of Science or other generally accepted indexed databases journals);

Professors and teachers of the Institute in 2020, in cooperation with other research institutes, research work was carried out on fundamental, practical and innovative projects announced by the Ministry of innovation development of the Republic of Uzbekistan as part of the state science and Technology Program. In particular, the financial volume of the partnership is 970 mln.so total 3 projects with m, Financial size 720 mln.so 2 practical and financial size with m 250 mln.so 1 innovation project  has been completed.

In 2021, the financial volume in cooperation with the institute was 970 mln.so a total of 3 projects with an m, including a financial volume of 720 mln.so 2 practical and financial size with m 250 mln.so 1 innovation project continued.

 In 2022 Financial size 3.15 il mlrd.so total 4, of which the financial volume is 1.0 mlrd.so 1 practical with m, Financial size 2.1 mlrd.so 2 innovation projects with m and financial volume 50 mln.so 1 Initiative project with m was carried out on a grant from the public fund under the Supreme Assembly.

The financial volume of the Ministry of innovation development of the Republic of Uzbekistan for the selection of Start-up projects of the first step to Business competition is 60.0 mln.so 1 project  has been completed.

67 million . dollars projects were being worked on with foreign countries

Due to the implementation of research work on economic contracts on the basis of field orders by the departments operating at the Institute, about 30 economic contracts were concluded by the professors and teachers of the Institute in 2020 and 182 mln.sum to the Innovation Fund  off-budget funds were dropped. In 2021, 35 farm contracts were concluded and “Innovation Fund 775 mln.sum off-budget funds were dropped. In 2022, more than 40 farm contracts were concluded and “Innovation Fund 985 mln.sum off-budget funds were dropped.

During 2021-2022 at the Institute 06.01.08-Plant Science, 06.01.01-general farming. Ph. D. granting a degree in cotton and 06.01.09-Plant Protection specialties.05/30.10.2020.Qx.Scientific Council number 126.01, as well as 05.07.01-agricultural and reclamation machines. Mechanization of agricultural and melioration work and 05.07.02-PhD granting a scientific degree in the specialties of use, restoration and repair of agricultural and melioration techniques.05/30.06.2021.T.Scientific councils No. 126.02 and seminar councils on specialties No. 05.07.01 and 05.07.02 operated. Also, in addition to the above specialties, one-time 13.00.02-doctor of Philosophy (PhD) doctoral dissertations defense in the specialties of theory and methodology of Education and training (in Agricultural Sciences).

There were 2 Specialized councils providing academic degrees in Agricultural Sciences and 1 seminar Council in 2 specializations under Andijan Institute of Agriculture and agrotechnologies. Of the research and pedagogical staff of the Institute, 2 DSc and 19 PhD successfully defended and received scientific degrees (21 in total).

During the academic year 2021-2022, there were 3 scientific journals in operation. In particular, the Institute of Agriculture and agrotechnologies of Andijan was established in cooperation with the Tashkent State Agrarian University, The Journal “Agribusiness”, the electronic scientific-practical journal Life Sciences and Agriculture in cooperation with the Andijan State Medical Institute, and the scientific journal of the Andijan Institute of Agriculture and agrotechnologies itself Science and education in agriculture.

It has achieved a total of 23 patents and 7 author’s certificates during 2022 by professors operating in the Departments of the Institute.

During 2022, there were a total of 819 scientific papers published by foreign countries, of which 426 were published in foreign journals and 393 in foreign conferences.

In addition a total of 569 scientific articles have been published on a Republican scale, of which 257 scientific articles have been published in Republican local journals and 312 in Republican conferences.

36 textbooks, 46 teaching aids, 36 monographs have been published by professors operating in the Departments of the Institute. As such, 45 instructional manuals, 387 methodical instructions, and 29 letters of recommendation are out of print.

In 2022, a total of 91 articles were published by professors and teachers of the Institute in journals in the Scopus international scientific and technical database. The total number of articles in the Google Shole program was 457, with a citation rate of 3,629. The “Hirsch index” (h) in the professors ‘ databases Scopus and Wyeb of Science averaged 297.

In addition, on December 21-22, 2021, the Republican scientific and practical conference “the role of new innovative technologies in the integration of Science, Education and production in the development of Agriculture” was held and more than 400 articles and theses were published.

In 2020, a list of 28 professors and teachers was formed by the Working Commission from employees with a total of 131 scientific degrees in a higher educational institution, the results of which are eligible for a monthly surcharge that meets the requirements of the corresponding criterion. Also, a list of 29 professors and teachers worthy of a one-time surcharge was formed by the Working Commission from employees with a total of 131 scientific degrees in a higher educational institution, the results of which meet the requirements of the corresponding criterion.

In 2021, a list of 76 professors and teachers was formed by the Working Commission from a total of 84 employees with a degree in higher education institution, the results of which are eligible for a monthly surcharge that meets the requirements of the corresponding criterion. Also, the Working Commission formed a list of 40 professors and teachers worthy of a one-time surcharge, the results of which meet the requirements of the relevant criteria, from employees with a total of 45 scientific degrees in the higher education institution.

In 2022, a list of 92 professors and teachers was formed by the Working Commission from employees with a total of 92 scientific degrees in a higher educational institution, the results of which are eligible for a monthly surcharge that meets the requirements of the corresponding criterion. Also, a list of 6 professors and teachers worthy of a one-time surcharge was formed by the Working Commission from employees with a total of 6 scientific degrees in a higher educational institution, the results of which meet the requirements of the corresponding criterion.

In 2020, on the basis of the decision of the Cabinet of Ministers of the Republic of Uzbekistan dated December 24, 2019 No. 1030 “on the procedure for additional remuneration of employees with scientific, scientific and pedagogical and labor activity in state organizations in the field of Science and education”, the amount of the surcharge paid to 57 professors and employees with scientific, scientific and pedagogical and 450 mln.so they received an additional fee

In 2021, on the basis of the decision of the Cabinet of Ministers of the Republic of Uzbekistan dated December 24, 2019 No. 1030 “on the procedure for additional remuneration of employees with scientific, scientific and pedagogical and labor activity in state organizations in the field of Science and education”, the amount of the surcharge paid to136 professors and employees with scientific, scientific and pedagogical and they received a surcharge of over 1,2 mlrd.

In 2022, on the basis of the decision of the Cabinet of Ministers of the Republic of Uzbekistan dated December 24, 2019 and again dated August 29, 2021, No. 1030 “on the procedure for additional remuneration of scientific, scientific and pedagogical and labor-related employees in state organizations in the field of Science and education”, the additional remuneration of professors and teachers and workers of the University with scientific, scientific and pedagogical and labor activity was approved. they received a surcharge of over 1.8 mlrd

The professors research work is covered in various visual seminar trainings, media, and the exhibitions held by the Ministry of innovation development of the Republic of Uzbekistan (InnoWeek-2022) are attended by scientific developments created by scientists of the Institute.

The professors and teachers of the Institute created 6 textbooks in 2020, 26 teaching aids, 8 textbooks during 2021 14 teaching aids, and in 2022, 34 textbooks 46 teaching aids and received the publication certificates of the Coordinating Council under the Ministry of higher and secondary special education of the Republic of Uzbekistan. Also, in the 2020-2021 academic year, 568 subjects were developed, in the 2021-2022 academic year, 597 subjects, and in the 2022-2023 academic year, 654 subjects were developed for conducting practical, laboratory and seminar classes, coursework (course project), qualification practices, educational and methodological guidelines for organizing and conducting independent work of students.

 

The fact that the qualification of pedagogical personnel in the field of advanced technology is increased in direct production;

 In order to improve the quality of Education, ensure the integration of Science, Education and production and familiarize students with the new technologies used in production, improve their knowledge and skills, exchange experience, a number of professors and teachers have received short-term internships and training in large agricultural production enterprises and organizations of the region and scientific research institutes.
